TITLE: Manager, Supported Outreach Living Opportunities (SOLO) Program
REPORTS TO: Director, Supported Housing
SUPERVISES: SOLO Program Mental Health Workers
The Manager, SOLO Program is responsible for the day-to-day operations and maintenance of the Supported Outreach Living Opportunities program. In conjunction with the Director, the Manager plays a key role in developing and implementing strategic plans, programs, policies and procedures for the division, and implementing performance measurements and quality improvement initiatives.
- Manages staff by hiring, assigning work, providing feedback and evaluation, determining and providing required training and orientation, and maintaining timekeeping and attendance records. Resolves staffing issues and participates in the disciplinary process and grievance process in consultation with the Director and Human Resources.
- Performs administrative and financial functions for designated program areas, including monitoring budget, completing timesheets for payroll purposes, authorizing expenditures, and preparing residential budgets and contracts for submission to funding agencies.
- Manages all aspects of referrals to designated area by interviewing clients, gathering background information, determining program suitability for potential clients, informing clients of program policies and procedures, and making referrals to other programs. Performs or oversees case planning with clients and healthcare providers to meet the needs of clients and the community.
- Advocates for clients by problem solving in areas such as financial assistance and accessing community resources. Prepares, reviews and maintains documents and reports such as care plans, resident progress reports, and statistics.
- Acts as a liaison and a representative of the agency with community agencies and funders, and promotes and encourages community involvement in the division and the agency.
A level of education, training and experience equivalent to a Bachelor’s degree in a relevant behavioural science, plus 5 years recent experience in a mental health related agency with responsibility for front line service delivery, crisis debriefing and support, conflict resolution and case planning. Three years’ management or supervisory experience.
Strong understanding of the principles and practices involved with Housing First programs. Knowledge of psychosocial rehabilitation approaches and services, dual diagnosis issues, and community mental health and social service resources.
- Experience and knowledge of mental health recovery models and practice, including strength based case management.
- Experience with urban homeless populations with serious mental illness, substance use and addiction, and complex health conditions
- Ability to provide leadership and supervision to staff. Excellent communication and problem solving skills, the ability to exercise initiative and excellent judgment, including confidentiality pertaining to areas of agency operations.
- Ability to define priorities and manage time effectively in dealing with multiple priorities.
- Demonstrated ability to work effectively with a diverse group of individuals, including unionized staff and their representatives, mental health consumers, funders, community agencies, government, the general public, and management.
- Ability to effectively advocate for individuals and groups, and to promote consumer empowerment.
- Ability to work independently with minimal supervision.
- Familiarity with Microsoft Office suite.
- Valid British Columbia Drivers License and access to a vehicle for business purposes.
