The District of Saanich has approximately 114,000 citizens living in an urban and rural municipality on Vancouver Island in BC, north of the provincial capital Victoria. It is the largest municipality in the Greater Victoria Region.
Reporting directly to the Director of Corporate Services who serves on the senior executive team for the District, the Senior Manager of Human Resources, will be responsible for developing and delivering all aspects of a comprehensive human resources program with a significant focus on labour relations. This work will include preparing annual budgets, division plans, and labour negotiations. They will lead, manage and recruit a staff as well as provide HR support for District Directors, strategic direction on complex Human Rights and Arbitration cases, and will be responsible for the administration of the Respectful Workplace Policy. They will maintain an effective relationship with bargaining unit officials, oversee grievance administration, prepare Memorandums of Understanding/Letters of Agreement as required, gather and prepare collective bargaining proposals and will be one of the collective bargaining representatives of the District.
The successful candidate will possess sound experience at a similar level, including progressively more responsibility in providing HR and LR services. The candidate will ideally bring experience interacting with a Senior Leadership Team. The candidate will bring comprehensive expertise in human resources, labour relations, and Human Rights as well as comprehensive knowledge of applicable regulations and legislation. The Senior Manager will lead a skilled and dynamic Human Resources team and will be a strategic thinker with proven interpersonal skills and a demonstrated collaborative and innovative approach to service delivery.
