The District of Saanich has approximately 114,000 citizens living in an urban and rural municipality on Vancouver Island in BC, north of the provincial capital, Victoria. It is the largest municipality in the Greater Victoria Region. Saanich’s Parks, Recreation and Community Services serves well over 2 million visitors annually, delivering a diverse array of services, programs, events and festivals that enriches the quality of life in the community.
Reporting directly to the Director of Parks, Recreation & Community Services, who serves on the Senior Executive team, the Senior Manager of Recreation Services, is responsible for the operation and efficiency of the Recreation Services Division of approximately 230 employees as well as contractors. The Senior Manager exercises considerable judgment and independence in providing leadership and support to the Department and District based on corporate and department strategic plans. This is a leadership position accountable for the provision of effective team engagement, strategic vision, goals-setting, research and advice, internal/external partner collaboration, budget management, corporate policy adherence, advice on all matters related to Recreation Services Division and directing public recreation services.
The successful candidate will have progressively more senior experience in recreational management preferably in the public sector. The candidate will ideally have a university degree in Public Administration, Community Development, Recreation Administration or related discipline. They will bring a proven ability to develop credible, effective working relationships with employees, and the community as well ideally as experience presenting to and working with elected Council or Board. It would be advantageous to have a working knowledge of the Local Government Act and Community Charter relative to Recreation service delivery and public participation. The Senior Manager will lead a skilled and dynamic recreation services team and will be a strategic thinker with proven interpersonal skills and will have demonstrated a collaborative and innovative approach to service delivery. In addition, they will be able to exercise considerable independence of judgement in the performance of duties as a member of the Department’s management team.
